View all workspaces don't show all...

I created a Workspace and after that give a user project manager permissions
on that it. The user recieved an e-mail with the url, informing him that he
was given permission to access and the link works fine. But he cannot access
the workspace throug PWA home. (chose view "all workspaces" and it's not
there).

You set the permissions behind Project Server's back. According to the
security model in place, the user does not have permission to see the
project workspace and is therefore not shown the project workspace on the
list. You might want to consider giving the user permission through the
Project Server security model so that you don't have to manage this
manually.
