View Effective Rights Utility -- how to use?

I'm having a few problems and the "View Effective Rights Utility" seems like
it should help with them. I've downloaded and installed it, and it's happily
living in the \toolbox folder, but ... now what? I didn't see any directions
for how to actually use it. Can someone point me in the right direction?
