view message within html picture

In the pass i was able to open a Outlook 2003 message and see the embedded
website, now I have to click on the link within "IF YOU"RE HAVING TROUBLE
VIEWING THIS EMAIL, YOU MAY SEE IT ONLINE" The site does not come up
automatically. What is a fix for this?
