View Notification Service Not Processing XML Files...

My production environment for Project Server 2003 is currently at SP1. I'm
about to upgrade to SP2a for sure and SP3 possibly, but have discovered that
my Views Notification Service is not working properly. The XML files will
not flush from the VIEWDROP folder like they should. They just build up to a
point where I have to go in and manually remove them (into a subsequently
created folder called VIEWDROP_Trash).

Per the advice of the different threads on here, I've tried restarting the
service, rebooting the server, even removing the XML files and then replacing
them, one by one into the VIEWDROP folder. However, nothing to this point
has worked.

- Is my View Notification Service on the production side corrupt???
- Will upgrading to SP2a fix the problem??? SP3???
- Do I need to create a new (or additional) VIEWDROP folder???

My test environment did not have this problem originally, and I just
successfully upgraded it to SP2a and everything works fine. Any suggestions
would be greatly appreciated. THANKS IN ADVANCE!!!

It's unusual that those steps haven't fixed things. Couple of
possibilities:
1) there might be a certain corrupt project, and when you place that
project's .xml folder in the ViewDrop folder, it hangs up.
2) Some Projects and processes can take a long time to clear through
the view drop folder. Open the .xml files and don't put them back in
if they are a cube build message.

Maybe, but I've never heard of such a thing where it stops working
completely. usually it will work for a bit and then give up. Might be
a permissions issue or something else.
- Will upgrading to SP2a fix the problem??? SP3???
Hard to say, but those upgrades will fix many other issues, so you
should anyway.
- Do I need to create a new (or additional) VIEWDROP folder???

Once I successfully upgraded my production environment to SP2a, everything
seemed to work like it was supposed to... The View Notification Service
processed the XML files as expected... Of course, I up'ed my permissions
back up to Sys Admin on the box to perform the upgrade and have not revoked
them yet... I guess certain accounts need to be Sys Admin in order to
perform correctly... I will be fighting, er, uh, debating with my DBA's to
keep these permissions/rights as they are...

To help support my case, do you know of any references (besides the
Installation Guide) that would dictate which accounts should have what
permission levels in order for the different components for Project Server to
work correctly (OLAP, Portfolio Analyzer, WSS, etc.)???
