View Problem - Project 2003 Enterprise

I created a view that contains more than one project, it works fine from my
account as an Admin.

But not for other users, when they open the view some projects is missing,
they have to go & publish the missing projects from the Project Professional
first then open the view again then it works fine?

Please advise
