Viewing issues in Project Server

Here is the issue:
Tom set up a project plan and it has one issue (created via web access)
When John, Tom's boss, logs on, On the project page he sees the project and
that it has an issue, when Tom clicks the issue from the project page he is
taken to the issue and can view it. The problem is when Tom clicks the
Issue button on the top no projects show in the drop down. Why?

It could be one of two things: A permissions issue or a database issue.

The latter is fairly easy to dismiss if it works for everyone else. The
former is more difficult to sort out, but you haven't begun to provide
enough information to go there.<g> Frankly, it's very difficult to
troubleshoot these type of permissions issues without a hands-on look.
