Viewing projects in the Project Center

By definition of my RBS I have limited the read/write access for Project
Managers to only be able to open Projects defined by their RBS definition for
categories of My Projects, My Direct Reports, etc.. However the client would
like all PM's to be able to open, for reference, all Projects in the Project
center, even if the projects are outside of the particular PM's RBS
definition.

First, is it possible to do that without redefining the RBS? Second if it's
possible, how do you do it?
