Viewing Timesheet in 2007

"View Resource Timesheet" permission suggests I can widen the audience
who can view timesheets. Currently the timesheet manager for all
resources is a central administrator, and so can see timesheets
pending approval as well as historical timesheets and outsatnding
timesheets. This is fine, however I would like team leaders to be
aware of unsubmitted timesheets (using the same function) but cannot
do so. Team Leads have RBS access to their resources, View Resource
Timesheet and Accept timesheet global permissions set. What am I
missing? Is this doable?
