Viewing users Free/Busy Schedule

Exchange 2003 SP2 / Outlook 2003

When scheduling an appointment user1 cannot see user2 free/busy schedule.

user1 can see all other users free/busy schedules and all other users can
see user2 free/busy schedule. It is only user1 that cannot see user2.

Does anyone have any ideas why this might be so.
