virus check engine reported an error

I keep getting an error saying Microsoft Outlook Connector (We could not
check the message you are trying to open for viruses because the virus check
engine reported an error. To open the unchecked message, click OK.) Why do
I get this error? Is this from a Microsoft server or is this on my machine?
Is there something I can do to fix this?

Yes. From your AV - disable any integration - it is redundant, causes all
kinds of problems, and is mostly a marketing ploy to increase the amount of
money in the vendor's pockets while decreasing the amount in yours.

I have the same annoying problem that recently cropped up. Maybe it seems
like a basic question, but how do you "disable any integration"? (I have
Norton Internet Security and tried to turn off email scanning but it didn't
help)

You should be able to do it from Norton's options dialog but for best
results, you should uninstall Norton and reinstall it using the custom
option and choose not to install it.
