Visible note/comment

I am trying to insert a note or comment visible to any user of a word 2003
document which is not printed. I want the note to give instructions as to
how to fill in the document. Using comments only makes my initials visible
on the screen initially. Is there a way of inserting a comment or note that
appears on the screen when the document is opened but is not printed?

Click "New Comment." A balloon appears in the margin, with the word
"comment" and a number and your initials, and you type your comment
there.

What doesn't work?

That's fine but the only indication that there is a comment when you open
the document is my initials followed by a 1 not the comment itself. The
comment appears in a split screen on my pc when I create it but no balloon
appears either in the margin or elsewhere even if I leave the curser over the
initials and I'm not sure how you actually read it other than right clicking
and edit comment. Ideally what I would like to do is insert the comment
itself in the document but for it not to be printed.

Aha! Either you're in Normal View -- Switch to Page View -- or you
have all the balloon display options turned off. They're in the Track
Changes options, which I think are in View > Options and maybe also in
Tools > Options > Track Changes.
