Visio 2002 "failed to initialize the modelling engine"

Hi
I have installed Visio 2002 Professional from the msi. It
is installed locally with all parts running from the local
computer and the Solutions and Add-Ons installed. I have
local admin rghts on the computer it is installed on.

When I create a new Database Drawing using the "Database
Model Diagram" template I get the error "ERROR - failed to
initialize the Modelling Engine."

Does anyone know what could be causing this?
