Visio 2002 hangs up

OS: Windows 2000 Profession - English Version
Visio: Visio 2002 SR-1 - English Version

Problem:
1. Installed Visio by user 'A' belonging to Administrator group
2. After installation, the user 'A' can use Visio normally
3. However, when user 'B' belonging to Administrator group logons, and open Visio, the Visio hangs up.

Is this caused by installation configuration?
