Visio 2003 Adobe Acrobat 6 conflict: Toolbar ustomization won't st

I am having difficulty making my toolbar customization stick. I am aware of
the acrobat 6 conflict and have gone into the acrobat 6 PDF maker and removed
the visio pdf maker file.
When I make changes to the visio toolbar, close visio and then restart visio
the customization remains. However when I close visio for the second time and
then re open visio all the customization disappears. Help!!!!!!
