Visio 2003: Custom Toolbars Disappear

I recently upgraded to Visio 2003 and have a perplexing problem.

When I create a custom toolbar--or even when I customize a standard
toolbar--they do not appear the next time I load Visio.

Any ideas? I'm getting tired of recreating my custom toolbar every
day!
