Visio 2003 - Drawing tools missing.

When I click on the icon for drawing tools there are no tools, i.e. line
tool. The drwaing tool is selected. I have run the install repair program
and I have even removed the package and re-installed. The only way to get
the tool that I need is to drag from the customize window and drop them on
the tool bar.
