Visio 2003 HelpPath property not working

Apologies for cross-post ... not sure which Visio newsgroups are still
active.

I can use the TemplatePath and StencilPath settings in Visio 2003, just like
earlier versions really. However, the HelpPath property seems to have no
effect.

Previously we could fill in the Help File property on a shape, and have the
right mouse action "Help" open it. This does not seem to be possible in
Visio 2003.

I do not use the Windows Installer, and have legacy shapes that need to work
across earlier versions.

Can anyone explain how to use the settings correctly, or is this a "feature"
of Visio 2003?
