Visio 2003 Hyperlink fails in HTML file

I have a multipage drawing with hyperlinks to local text files. I publish
the drawing in HTML to a shared network drive. The drawing created under
Visio 2000 pro works as expected. We upgraded to Visio 2003 pro. I opened
the drawing in V 2003 and saved it in that format. I then published in HTML
as before. The HTML pages work fine, but all hyperlinks fail with the error:
"Internet Explorer cannot open the file ProcessModules.htm" where
ProcessModules.htm is the index file that the explorer has already opened.
It should be opening the .txt file associated with the hyperlink for that
page. Help?
