Visio 2003 Issue with Zoom

I had this happen on a number of PC's and with Word 2000, XP, and 2003. So
the version of office doesn't seem to matter but the version of Visio does.

Basically we create our flow diagrams in Visio and then cut and past them
into Word. If a person has Visio 2002 or before when you would double click
on the image in Word you could zoom in on the flowchart and edit it but when
I "upgrade" to Visio 2003 the zoom feature is displayed but it simply does
not work.

Any clue as to what we are doing wrong?
