Visio allows you to manually control the rotation increments while you
rotate shapes. The increment varies according to how far your cursor is
away from the shape. Note the snap angle in the status bar while you are
rotating. Now instead of sticking close to the rotation handle while you
drag the cursor, move it far away from the shape. You can decrease the snap
to 0.1 degrees.
