Visio 2003 Smart Tags

Attempting to use the Smart Tags function of visio 2003 to gain "hover" ability. Ex: I have a shape in my drawing and would like a jpeg photo to appear when the mouse hovers over the shape. Is this possible with visio or am I misunderstanding the purpose of Smart Tags?
