Visio 2003 Upgrade error 1608

I have Visio for Enterprise Architects (which is roughly Visio 2002) and am
trying to upgrade to Visio 2003 Standard. I received the Visio Standard 2003
Upgrade today.

When I tried the upgrade, it returned a message "Setup failed to locate a
vaild qualifying product on your machine. Please select the drive where a
qualifying product can be found". I am presented with a drop down list that
includes my local hard drives and my CD drives. The first time through, I
selected drive C: (Visio for Enterprise Architects is currently installed on
drive C: - specifically C:\Program Files\Microsoft Office\Visio10). When I
did this, the installer returned a error message: "Error 1608: Could not find
any previously installed compliant products on the machine for installing
this product".

I tried the upgrade again, but this time, when prompted, I pulled out the
Visio Standard 2003 Installation Cd and put in the Visio for Enterprise
Architects Installation CD. I selected the CD drive (after windows had
recognized the CD), and the installer returned the same 1608 error.

The machine that I am using is running Windows XP Pro SP2, has Microsoft
Office 2003 Standard. All Windows, Office, and Visio updates are installed.
I have Windows Installer 3.1.4.

I have tried this procedure on two other computers - one running Windows
2003 Standard Server which did not have the earlier version of Visio
installed (I swapped installation CDs when prompted) - the other running
Windows XP Pro SP2 and the earlier version of Visio. Both machines received
the same 1608 Error Message.

According the box, as well as Microsoft's Visio site, Visio for Enterprise
Architects is a valid upgrade source. I've contacted Microsoft's support -
both email and phone, and they are unwilling to help me unless I pay a
support fee - I'm not too happy about that.

If anyone has any ideas, I'd be very grateful.
