Visio 2003 won't install with Insufficient Disk Space error

I have a XPSP2 system in which Visio 2003 won't install on C:
C: has 26 GB of free space
Setup says "Space Required on C: 143MB"

Visio 2002 had no trouble installing.

Is this some setup bug in which Visio 2003 cannot do simple math?

Is there a easy fix?

Below is hard drive stats pulled with WMI.
Hard Drive Description: Local Fixed Disk
Hard Drive Device ID: C:
Drive Type: 3
FileSystem: NTFS
Hard Drive Name: C:
FreeSpace: 26 GB
Size: 37 GB
