Visio 2003 won't install with Insufficient Disk Space error

I have a XPSP2 system that won't install Visio 2003 the error message is
"Insufficient Disk Space". C: has 26GB for free space, Space required on C:
143 MB.

Is this some bug in which Visio 2003 setup can't do simple math?

Visio 2002 setup had no trouble install on the same system.

Below is hard drive stats pulled with WMI on the same system.
Hard Drive Description: Local Fixed Disk
Hard Drive Device ID: C:
Drive Type: 3
FileSystem: NTFS
Hard Drive Name: C:
FreeSpace: 26 GB
Size: 37 GB
