I was about to write here for help as Microsoft seemed of no help (or charge
$49 for their problem); but I seem to have fixed the problem....so sharing
so others can avoid the issue.
I have Office 2003pro installed and Visio 2003. I installed Visio 2007 trial
and it worked fine but finally expired and told me to uninstall it...which I
did.
But then Office programs such as picture manager, fax, doc imaging, would no
longer work...not found, not even listed, links broken.
Could not re-install Visio 2007 to fix but it was clearly the source as the
"open with" listed Picture Manager again when I did system restore back to
Visio 2007...but would not launch unless Visio 2007 got installed (files
missing)...an endless loop of trying itself to install Visio 2007....for
everything I did in office such as Visio 2003, Outlook etc...drove
re-install of Visio 2007 which would not install as it was expired.
So I system restored back to Visio 2007 uninstalled, Picture manager not
working, and did an Office 11 (2003) "repair" and it put Picture Manager
back into operation.
I'm still checking all the office apps to see if anything else still broken.

So to all who tried Visio 2007 trial...probably best to give away the used
disk space rather than do an uninstall and spend several hours fixing your
PC for the poor 2007 uninstall.
