Visio 2007 vs Visio Viewer - cannot see headers/footers

Why does a drawing created in Visio 2007 that contains Headers and Footers
does not show that same drawing with headers and footers in the Visio Viewer?
Is this a lack of functionality in the Visio Viewer or is there something we
are not implementing properly when creating the drawing in Visio?

Headers and Footers are not part of the drawing page, but are rendered for
printing in Visio. Therefore, they are not part of the expected
functionality in the Visio Viewer. One method of titling pages is done with
background pages.
