visio 5.0 auto discovery

installed 5.0 enterprise a long time ago, but never used
auto-discovery option. started to use it recently and the
auto-discovery toolbar does not show up. tried
reinstalling and verified auto-discovery option was
selected for installation, no change. anyone seen this
before?
