Visio 5 can't nudge shape, Scroll lock off but window scrolls inst

I have Visio 5 on 2 nearly identical Win 2000 computers. One nudges selected
shape with an arrow key. Other scrolls drawing with arrow and won't nudge
shape, scroll lock is off

Nudge was a special add-on component in Visio 5, so it may not be installed
or not be running on your second computer. This became an built-in feature
in Visio 2000.

OK sounds right, but how the heck can I locate feature to add it on?
