Visio Add-in or Add-on wizard error in Development Environment

I'm using Visual Basic .NET and I'm trying to go through the Managed Code
Interop tutorial in the Visio 2003 SDK. When I create a new Visual Basic
"Visio Add-in or Add-on" project, and I walk through the Wizard, it ends with
an error: "File or assembly name Microsoft.VisualStudio.VCProjectEngine, or
one of its dependencies, was not found". Since I've opened a Visual Basic
project in the development environment, I don't know why it's complaining
about a VCProjectEngine. Any help is appreciated.
