Visio doc with metric template can't be exported to PDF with text

Why in Visio 2007 new drawing with metric template can't be exported to PDF
with text remaining as selectable. Text is converted to bitmap. No
preference change seems to help. When created with template with US units
this does not happen.
The units can be changed in US template to metrics afterwards without losing
the selectable texts. Is this a bug in Metric template or is there some
secret preference hidden somewhere?

I use Metric templates most of the time, and my text remains selectable in
the PDF.
