Visio document link cannot be opend

Hi all,

I've a user who can't open a visio document link in IE, but if saved to
local first then the file can be opened normally. The user is using WinXP and
Visio 2003, I have even tried reinstall Visio2003, but still can't fix the
problem, anyone have any idea?
