I don't know of any specific issue that would generate problem. The error
2132 points to problems in the file header information. If this is
happening on just a few files, it might be an indicaiton of corruption. If
it happens to files being opened from a specific location, it might
indicate access problems. You can also test by copying a file locally and
checking if the behavior follow the file or the location.
Visio creates temporary files in the location that a drawing is opened
from, so check that the users have the permissions needed to edit the
files. Test creating new files versus editing editing files already saved,
for instance. Also check to see if file size has any correlation to the
issue.

I have several users that repeatedly receive this error when attempting to
save Visio 2003 charts. The app and the OS are both service packed to
current. Any ideas?
