visio how do i copy layers

use the create macro function when you add the layers to the first page.
then execute the macro on the remaining pages.

Draw a dummy rectangle, then assign it to all layers (Format > Layer...check
all of them)

Then just copy this shape to a new page. All of the layers will go along
with the shape, since the shape references all of the layers.
