Visio - linear conversion - from JPG -> DWG format. How to process

Business case:

"I take a picture wiht a handheld digital camera..typecally JPG format.
As a (sub) contractor I want to convert the JPG to a linear CAD
drawing..typecally AutoCAD or Visio".

Please let me know when this feature is available... I intend to start
business on basis on your positive reply...

Relevance of above:
Tenders, qoutations, clarification.

Business scale considered large scale.

don't start soon. jpgs are bitmap images and both cad / visio are vector
graphics. imaging recognition is still an emerging science and at least
visio doesn't yet have it.
