Visio links open new browser

How can I get the object that I've linked to in my Visio drawing to open up
in a new browser window, so that both the drawing and the linked object can
be placed side by side. Both items are saved as html.

Just an added note: I've tried every combination of
<a href="URL" target="blank">link</a> that I could in the Hyperlink address
window with no luck.
