Visio not loading on one user profile

When I tried to open Visio 2003 Pro on a computer under one particular user
logon I receive the following error message:

Visio Failed to start correctly last time. Starting Visio in safe mode will
help you correct or isolate a startup problem in order to successfully start
the program. So you want to start Visio in safe mode?

If I click Yes nothing happens and if I click No nothing happens. If I
logon to the computer using any other user logon Visio runs perfect.

Does anyone have any suggestions, other then recreating the user profile?
