Visio Pro 2003 is missing the line tool in the Standard tool kit.

I have Visio Pro 2003 installed on my PC. The line tool is missing from the
standard set of tools.

when I go up to the toolbar and select drawing tools, I find line tool in
the menu....

The problem is more complex. When I click on the drawing tool there are no
tools. The drawing tool is turned on. The only way to get the line tool is to
go to the customize feature for the tools and drag the line tool to the
toolbar. I have removed and reinstalled and it's still not working.
