What is the difference between the two softwares?

Both use the same program. The difference is that Pro has extra stencils and
add-ons. For Visio 2003, Pro includes all the stencils from Visio 2002
Technical. Visio Technical was aimed at Engineering/Architectural drawings
while Visio Pro was aimed at IT workers.
