No. Visio Standard is a proper subset of Visio Technical. They share the
same basic drawing engine and files formats though.
For Visio 2002 and Visio 2003, Visio Professional contains all the
functionality of Visio Technical (Pro and Tech were combined into Pro
starting with 2002).
