A *.vss file is a stencil and does not normally contain a drawing. All Visio
files have the same internal format, the file extension tells Visio how the
file should be opened. What you see when you open a file as a stencil is the
same information you would see in the document stencil of a *.vsd file.
I have a file called VSS_File.vss
It opens (after warning about macros being disabled) and displays 5 icons.
If I change the extension, to .vsd it opens to a blank page...
If I put the file on a web server, it opens in IE as a blank page.

Start Visio and create a blank document.
Use the menu
File --> Open
change the file type to .vss
find the file and Open.
Now you can use the stencil for its intended purpose
viz. drag and drop a shape from the stencil onto the blank drawing.
