Visio vba 2000 vs 2003

I created some code in 2003, set a behavior on a shape to run the
macro created and then saved it as a 2002 file.

When I open the file in either 2002 or 2000, it comes up with the code
in tact, but seems to remove the double click behavior to run macro.
Is there a way to get the code to work between versions? Am I doing
something wrong?

You are not wrong, but shapesheet has just changed a little through versions.
Though i did not experienced the change in double click behavior. You would
chek the help documents for RunMacro function for both versions. Visio has
other shape functions than RunMacro such as RunAddon or CallThis, it might be
one of the ways to use them to solve your problem.
