Visio Viewer 2003 issue

Having an issue with Visio Viewer 2003.
A machine had the full Visio 2003 Std. client on it and recently uninstalled
it. Then installed the Visio 2003 viewer in its place. The installation goes
fine but when you try to open Visio files, the Internet Explorer opens, but
there is a blank page/empty graphic displaying. Nothing shows up on the
page. I have scoured the net in search of an answer. Some say to simply open
IE first then go and open the file but this is not the solution.

Does anybody have a solution? I have already tried and uninstall/reinstall
as well as the repair feature.
