Visio Viewer 2003 on Windows XP

We are currently trying to install Visio Viewer 2003 on a
Windows XP Professional Version 2002 Service Pack 1
workstation. The machine has Internet Explorer version
6.0.2800.1106 SP1.
Visio Viewer 2003 installs fine, but when we try to open
Visio files, the Internet Explorer opens, but there is a
blank page. Nothing shows up on the page. I have tried
opening .vsd, .vdx and .htm files via Internet Explorer
and Windows Explorer and none of them open up. Does anyone
know what we can look at to see why this is not
functioning properly?
