Visio Viewer 2003 Silent Install

Is there a trick to getting this app to install silently. I keep getting an
error that the EULA has not been accepted even though I have created an MST
with ACCEPTEULA = 1. I am using the MSI out of the latest Visio Viewer and
running a non-Administrative install of the viewer.
