Visio Web Shapes - Unable to establish an Internet connection.

When searching for shapes I get this error

Visio Web Shapes - Unable to establish an Internet connection.

This used to work

I have re-installed Visio a couple of times

This is using visio 2003

I can access microsoft online just fine so I am sure this isn't a
network config problem.

Any ideas?
