Visited vs. hover links - is there a trick?

When styling links, is there an order for declaring hover, visited, etc. so
that visited links will take on the hover style? - I'm using an @imported
style sheet. I found that links would not display with hover styles when a
link has been visited. When I deleted the :visited style, hover works (is
red) on the visited links.
