me to import a bmp or png drawing and be able to use it as a template?

Scanning into vecter? If so, may be no.

If you already have the picture as a bmp or png then you don't need to
scan it again.
menu Insert -> Picture
You may now need to resize the image and make in non-selectable and
non-deletable.
Save the document as a template
