Vista caused email error "user cancelled operation" Why?

I upgraded to Visa operating system. My email on Outlook was set up properly
and worked fine prior to upgrade. Once upgrade complete my email account
would not work. The error message I get every time I try to download
messages is error code "0x800CCC17" - User canceled operation.

I did not change anything else and do not know how I can fix this.

Did you create a new mail profile? You should.

I believe I did. I phoned my IT department and they helped me delete the old
one and created a new one (they thought it may fix the problem)- but it still
did not work.
