Vista,Office 2003, License pop every time ugh

Hello,
I Installed Windows Vista Ultimate, I also installed Office 2003 basic,
but ever time I re-open an office program I get the Microsoft Office
End-User License Agreement Screen, This is not how it worked in windows XP.

I need a fix this is affecting my sync with my MDA and also it is very
anoying to do this ever time I want to use office, It should be click ounce
then it goes away.

It looks like you will need to accept the "End-User License Agreement"
when you are logged in as an ADMINISTRATOR to have computer wide
effect. Windows Vista is very picky with security issues and by default
users don't get admin rights.
