Vista + Outlook 2003 RPC over HTTP Firewall Issue?

Is there a Vista firewall issue that prevents Outlook 2003 from making
an RPC-HTTP connection with an exchange server?

Settings for mail profile look right. Outlook announces it cannot
connect to the server. This is sole PC on a cable modem running some
low-end edition of Vista.

I just realized I forgot to download and install the proper
certificate. Probably that's it.
